Hitting out at the statement of AICC Secretary in-charge of Nagaland Dr K Jayakumar for crediting the Indian National Congress for the inking of the Framework Agreement between the NSCN-IM and the GOI, the Bharatiya Janata Party Nagaland said Congress led UPA has been playing delay tactics for years on the Naga Political issue.
