“Issue Indigenous Inhabitant Certificates Carefully”: CM

Nagaland to have 80 assembly and 6 parliament seats post solution

Nagaland chief minister Dr Neiphiu Rio, today advised administrative officers and Village Councils to exercise vigilance and strictly adhere to existing laws and regulations, particularly concerning the issuance of Indigenous Inhabitant Certificates.

Addressing a high-level deliberation on Viksit Nagaland for Viksit Bharat @2047 in Kohima, he stressed the need for thorough verification to avoid future complications or unintended consequences.

According to the State DIPR, referring to the Village Councils Act of 1978, Rio urged village authorities to promptly submit relevant cases to administrative officers for decisions in line with government rules and regulations. He emphasised regular consultations at all levels and called on administrative and police authorities to exercise their powers efficiently.

To this end, he proposed awareness campaigns, recommending active participation from administrative officers, police personnel, and Directorate staff.

On customary laws, Rio stated that an Apex Court would be established to ensure swift and cost-effective justice.

Regarding the Inner Line Permit (ILP) and the Register of Indigenous Inhabitants of Nagaland (RIIN), he advocated for a digital and online system, emphasising shared responsibility between Village Councils and District Administrations. He also urged citizens to act responsibly by reporting foreign visitors to the nearest police station.

In his closing remarks, Rio stated that the State cannot proceed with the exploration and exploitation of oil and natural gas until a definitive court verdict is delivered. Citing a Geology & Mining survey, he noted the potential discovery of rare earth minerals during oil and gas extraction in the State.
